If it's Namco's intention to keep Leo genderless, then s/he is genderless, and that's that. You can't pin a gender on someone who has been intentionally designed to be ambiguous. Everyone has their own opinions but really none of them can do anything or even matter until Namco reveals Leo's gender. Until then there's two types of Leo for fan artists and fanfic authors -- male!Leo and female!Leo.
I honestly see no point in this thread because the arguments will go back and forth. Doesn't explain why I'm posting in it though!
"Leo can't have a shirtless option so Leo is female!"

"Leo is referred to as a female by Bob in Scenario Campaign!" srs?

etc etc etc.
Think of this from a design point of view. The people want to deliberately make Leo ambiguous so they add traits of both males and females -- feminine face, masculine-ish physique, hints of breasts but they're not too large or obvious to automatically shout that Leo's a female -- and also the unisex voice actor. That's just the physical side. Then there's all the other quirks aforementioned above and in this thread, again all deliberate moves to keep Leo's gender a secret.
You guys will be fighting back and forth until the gender is revealed -- then half of you will rub it in the other half's face. I admit when I first saw Leo I thought Leo was a female, but that was based on the face alone. After more thought I honestly can't make a conclusion, and that's because none of us were meant to.
