There's actually a strategy Hwoarang section here but I'll answer this for you here. In future just duck into the QnA thread there.
The second kick after the sparkling blue one (which is a JFSR) is RFF 3~4, aka backlash (this is the move I believe you're on about?). You need to jump into RFF (3+4) before doing it, and you need to do it kinda quickly. While its not NECESSARY for JFSR juggle its certainly damn useful and racks up a fair bit of damage. The usual staple for a JFSR juggle is: JFSR RFF 3~4 dash 1242 ff+3 B! f~3+4 3~4 b4. Do not panic and try to dash forward while you do RFF 3~4 because there's a chance you could fuck up and end up in LFS or RFS.
Sky Rocket is f~n~d~df+4. Just Frame Sky Rocket (JFSR, the blue sparkly version) is f~N~df:4. Note, you drop the d during JFSR and you MUST hit the df and the 4 at the same time. Harder to do in LFF than RFF, but its probably one of, if not his most useful tool. You can't do a JFSR from LFS or RFS. The reason its easier in RFF, I'm not sure. I know it used to be a different command pre-T6 but I didn't play competitively back then, so I dunno why they changed it. Its definitely easier though.
